是指由邻居国的人员来完成工作或服务，而不是靠本国人员完成
（也就是’就近外包‘，而不是找离中国很远的国家的人来外包）

“近海外包（Nearshore outsourcing）”是英国出现的新的离岸外包趋势，外包企业偏好前东欧集团国家和摩洛哥等地，而非传统的印度的外包地。
有的也译成近海委外
